3461.0 - 7 - Scope.
Each criterion in 3461.1 of this title uses the phrase shall be considered unsuitable as shorthand for shall be considered unsuitable for all or certain stipulated methods of coal mining involving surface coal mining operations, as defined in 3400.05(mm) of this title.
